Assessing the impact of water scarcity management: The case of residential water tariffs.
Résumé : The Spanish National Hydrological Plan (2001) established that River Basins should deal with droughts or other extreme climatic situations. Thus, public administrations responsible for the water services in settings higher than 20,000 inhabitants must develop Emergency Action Plans in case of drought. Among the demand-side measures, the Action Plan specifically would allow the application of water tariffs that penalize overconsumption. This study is aimed at addressing several gaps in the existing literature by simulating water tariff reforms drought oriented. The proposed alternative pricing schemes would be activated during periods of objectively verifiable drought, identified through indicators such as reservoir levels, precipitation volumes, and other hydrological parameters. This approach would serve a dual purpose: first, to ration water consumption more effectively under scarcity conditions; and second, to generate additional revenue streams that could support local governments in covering the increased expenditures typically associated with the drought management. Empirical analysis uses a representative sample of households in a medium-size city in northern Spain (Gijón), estimating water demand functions and evaluating a set of tariff reform scenarios. The proposed tariffs are assessed in terms of their impact on consumer welfare, income distribution, and water utility revenues.
