Résumé :
We investigate the impact of public policies aimed at mitigating carbon leakage: free emission allowances (or output subsidies), Carbon Border Adjustment Mechanism (CBAM) and export rebates. First, we analyze their impact on investment into decarbonization, production, trade, carbon emissions and welfare. Providing emission allowances does not undermine the incentives to abate emissions at the intensive margin, but fosters the entry of more carbon intensive producers. Free allowances level the ``playing field'' within and outside the borders of the carbon pricing jurisdiction, while the CBAM does that only within, unless it is complemented with export rebates. Second, we discuss the efficiency of carbon leakage mitigation policies depending on the geographical scope of carbon emissions. Both free allowances and the CBAM are welfare-enhancing only if emissions are adjusted for trade flows. Lastly, we calibrate the model to simulate the effects of the CBAM recently proposed by the European Union in four sectors. The policy, if accompanied with free allowances, reverses the carbon leakage in the cement and steel sectors, and increases welfare substantially in all sectors but fertilizers.
