Jeudi 3 septembre 2026, nous accueillons Paul Dutronc-Postel, économiste de l'Environnement à Paris School of Economics.

Après une thèse en économie du développement au sein de l’Ecole d’Economie de Paris, Paul Dutronc-Postel a rejoint l’Institut des politiques publiques et travaille désormais sur les problématiques liées à l’environnement, à la fiscalité des ménages et à l’emploi, notamment les inégalités femmes-hommes dans le monde l’entreprise.

Titre de sa présentation : Means-Tested Subsidies and Market Power: Evidence from a Heat Pump Program

Résumé : We show that when markets are imperfectly competitive, the effect on prices of a means-test to a demand subsidy is theoretically ambiguous: a means-test may give firms information and enable price discrimination, while the pass-through that each consumer category faces varies with the intensity of competition. Supply and demand fundamentals are therefore needed to disentangle these channels and assess a means-tested scheme's redistributive and efficiency effects. Using rich administrative data, we study these mechanisms in the context of the largest environmental subsidy scheme to French households, targeting heat pump adoption. We find reduced-form evidence of price discrimination at eligibility thresholds. Leveraging detailed information on the local structure of heat pump markets, we turn to a structural model to quantify both channels. Price discrimination boosts progressivity because low-income demand is more elastic, and firms exploit this discrepancy. This partly counterbalances the imperfect pass-through of the subsidy's value. Altogether, price discrimination amplifies the redistributive effect of means-testing by 27% at no efficiency cost.
