Titre de sa présentation : The distributional effects of EV subsidies

Résumé : This paper studies the distributional effects and welfare implications of electric vehicle (EV) subsidies in France. Using newly released public datasets, we document large and persistent inequalities in EV adoption between high- and low-income municipalities. To evaluate welfare and counterfactual policies, we develop a structural model of vehicle demand that accounts for heterogeneous preferences and substitution between new and secondhand markets. We estimate preferences using a novel dataset that we construct by matching vehicle transactions (from AAA-data) with detailed price listings from Leboncoin.fr

We use the estimated model to simulate two subsidy designs targeting the mass market through different channels: a uniform subsidy for secondhand EVs and an income-based subsidy for new EVs. Both policies generate positive aggregate welfare gains. Secondhand subsidies yield slightly larger welfare improvement, but distributional disparities persist. In contrast, the income-based subsidy is progressive by construction and reduces inequality in adoption, but its aggregate welfare gains are smaller. Finally, we characterize optimal subsidy schemes under alternative social welfare criteria that explicitly incorporate equity concerns. We show that accounting for inequality within the welfare function substantially alters the optimal allocation of subsidies across new and used vehicles and across income groups.
