Market failure, Government failure and the role of producer funding in crop research

Abstract: The funding of crop research differs considerably across countries, but is generally a mixture of public and private research activity. In a few countries  levies on crop sales are used to generate crop research funds, which are controlled by industry representatives. As illustrated by examples from Canada, Australia, and the United States these producer controlled research organizations have unique incentives to provide industry goods  and have been able to fill important gaps in public and private crop research.
